Welcome Pat. To record a program on your computer you need the software to capture video. The best I have found is "Snag it", a modestly priced program that is very easy to use. You will also need DVD burning software such as Nero or NTI's Dragon Burn. These programs usually come with a DVD burner drive but can be purchased. To round out your DVD burning library you can download 2 free programs which make this process easier: DVD Shrink and DVDFab Decrypter.
Newer multimedia PC's will have everything you need built in. Good luck.
