OK now we can guess that they got the bit from
www.oak-park.com and sure enough stk # 40-276 is a 3/16" cutter so maybe with a phone call they can hook you up with the set-up your looking for.
At least it is a start in the right direction. Sorry I don't have the plans or don't recall seeing the show with the Chest Lamp. Maybe someone here has built it and can give you more details on the bits they used?????
