think it is a wax writer for easter eggs, But it is hard to tell from the photo,I used one that looked like that years ago. you put wax in the little cups and then heat it up and then the wax comes out the little hole and you make designs on easter eggs , But I am most likely wrong, But it was a shot in the dark.
