Looks like you are the only one who has any idea what this tool is...... Yes it is a 3" surface planner. This model is used in a drill press but I got my brother one for his radial arm saw (used on the opposite side of blade where the shaft allowed this sort of tool or..... a router sort of .....) BTW the ones for the radial arm saw turned the other way from this one.

The interesting thing is that this really worked of course it had it limits and has not gotten much use since I got a jointer.... Maybe you could tell with the rust on the shaft????? If I remember they were like $30 back in the mid/late 70's.

So check for the 100 points you earned them.
