Another one for 200 points as I again don't know what it is. Also found in my grandfather's box of old tools.
Name and description of use, and an additional 50 points if it is identified that there is a piece broken off -- and a picture of what it 'should' look like if complete.
I cannot see anyplace on the bottom right side that shows evidence of having been broken, but can't see how it would be used otherwise.
