Default Poter Cable Fixed base router

I inherited my next door neighbor's whole workshop when he died in Jan. He was 94 and lived alone.
I have bolted his router under my table. I never use a router plate. How do I change bits with those two wrenches? I can't seem to get them on the collet from under the table.

Hi Gary

Do it the easy way and put in a mounting plate in your table,then you can just pop it out the router and do it all on top of the table top

OR

Use the standard PC base then you can unscrew the motor and drop it out the bottom and do the same thing on top of the table top..

I have it this way on two of my tables and it works very well.

Just one more way,,use a offset wrench and put one wrench in place and use the other one from the top side of the table top...

I also do it this way if I don't want to move the fence...
