2) Its called a Detail Sander
3) can be used for sanding in "tight locations", with other accessories can be used to trim wood in tight locations, tile grout removal etc.

Still no correct answers......... but "detail" is in the name

Hint: blade stroke is 1mm

Yes it is a Ryobi model DC500 Detail Carver!

If I were to do it again I would look for an upscaled model for about a hundred bucks more.... it works but only sort of.

Michael, Moto-tools are in fact a brand name for rotary tools. This is similar in appearance but does not rotate, it moves the tool back and forth. With a wide blade they work great as gasket scrapers.
