I happen to be the proud owner of one of these little beasties. It's called a 'Detail Carver'. My wife got it for me when I was doing crafty stuff. I use it occasionally for some detail work in trying to enhance a project. Works ok, but I'm not very proficient with it.

It is a Ryobi chip carving tool that uses various shaped blades used for carving figures, etc.
