Ed, I can't tell by the picture. It could be a tapered reamer used in reaming out bad screw holes. You then fill in the hole with a dowel, sharpened in a pencil sharpener. They both have the same angle. Dr. Zook

I think this one looks like something called "The Plugger by Veritas", sold by Lee Valley.

This reaming bit lets you easily restore stripped screw holes. After using it in your hand drill to ream the hole, you then plug with a dowel sharpened in your pencil sharpener.

It helps to have a Lee Valley store nearby and a Woodworking catalog in my lap.

Having posted the first correct answer I will be sending 100 points your way.

One little hint here on the use of this tool. I have found that when you put the dowel in a light tap is fine but if you get a little carried away you might end up splitting the wood...... the cone shape generates a good deal of force as I found out. Also they have ready made tapered dowels with a water activated glue for those of you who are new to this method.

It's a Unibit. It is used as a step drill, to cut a hole of various diameters. the deeper you go the larger the diameter.
