Did I mention I love tools? This is one I got back in the mid '70's and it still works. Anyone else have one of these? How about a new and improved one?

It is a Chisel Hone Tool Holder,
Mount Chisel in this holder, adust the tool for the size of the stone to be used, then roll it over the stone to sharpen chisel at the right angle.

Looks like this and #15 are the only ones no one had gotten so far. How does a hint sound?

It has the word Stanley and a number 81-050 could that mean something?

Ed, if it is not for sharpening chisels, it must be for sharpening blades of a hand held planer. Say a block plane?

You must have slipped in while I was writing up the hint and you got it right even without the hint!
