Default "What is it?" #28

I know a lot of these are dealing with the same sort of items but it's cold in my garage and the drawers with these items are right near the door......

This also should be an easy one. So easy in fact that I'm going to give only 50 points to the first one who tell us correctly about this tool. Remember we need details of how it used or what it is for not just a name.

Self centering drill bit used for drilling holes for attaching hinges or other metal fasteners. The spring mechanism holds the base so the drill will drill the hole absolutely concentric to the hole in the fastener.
