I guess it's time to put this puzzle to bed. It's called a Galbert Caliper. It's used tomeasure diameters for spindle turnings.

I guess I'm to give more info . It was invented by a man called Peter Galbert. It sells for 79.00 plus S&H. You set your diameters to turn spindles and stop when they're reached. You can see it it action on You Tube.
