more than likely the bearing is seized to the armature, the housing or both...
cut the cord at the damaged section and add a cord cap...
take it to a repair shop...
plan on a new router in the future...

This would have been the week that I'd have finished chewing thru the restraints...
If only new layers hadn't been added....
