After you rub it do you remove the paper? Then do you have to wait for it to dry before you start to route? How do you handle a "smeared letter?
Herb, not sure if your question was directed to me, but if you were; yes, once rubbed, you lift the paper.
I don't use the cotton rounds any more, I use those craft Q-tips with the wooden sticks. And while it doesn't happen often, 99% of the time, even if I have a letter that has a smear in it, I know where the lines should be, so I can still follow it. I have yet to have a letter smear so bad that I can't use it.
Get your facts first, then you can distort them as you please.
