I found the schematic for my router on your site. While i was routing the nut number 29 on the schematic came loose and rose up the spindle so that I couldn't get the small wrench on to loosen the collet. Is this a serious problem and if not how do I tighten the ring since the spindle spins as i try to tighten it, and how much do I tighten it?

I haven't done a tear-down of my 1617EVS. So, I am going what I see in the parts diagram and on my assembled router.
Looking at my 1617EVS, nut 29 appears to just thread on the spindle. If the spindle is in the proper place, one should be able to thread the nut onto spindle loosely without tools. Then tighten it with the two wrenches that came with the router. The rotor should still be its proper place, held in by the ball bearing (14) and the two screws (74).
If the spindle has dropped down, then one needs to properly seat the rotor into the top ball bearing (13), which needs to be properly seated in the bearing sleeve (32). The bearing sleeve needs to be seated properly in the rear housing. Once everything is properly seated, then placing the nut 29 and tightening it should not be problem.
Remember to make sure that the rotor spins freely, before plugging the router in.
