I couldn't find a manual on it, only an exploded parts diagram. I didn't see any electronics board in the diagram to provide variable speed. Is it a single-speed router? If it's single speed and doesn't have a "soft start" you may be aple to use an external speed controller on it, if you want speed control.
The pc 5182 came out in 1985 it is 3hp 5 speed,with a microprossor im not sure how it works.the pc 7518 came out about 1990 and took its place.i do not have the 5182 yet it is being sent to me.
I own the 7518 and have been inside it; if it wouldn't change speeds I'd first open it up and blow it out with air. Then I'd check the speed switch. The 7518 is built like a tank but the speed control isn't as "industrial duty" IMO... If the 5182 is similar, it should be easy to open up and check..
I have two speed control boards PC sent me for my 5182 23 years ago when mine failed. I never installed one, the other one works well, but the router failed mechanically last month. So I either need a broken router to repair or I can sell the speed controls.
BTW the speed controls are no longer available from Porter Cable.
I am looking for $70 for the un-used control and $45 for the good used control plus shipping.

No, it's its brain. There were many that failed. A big 16+ pound machine; I had many.
The braniacks all failed; the single speed never did.
I'd say the 518 had more inertia/flywheel than any US router ever made.
Lots of problems (wires sets, micro-processors, switches, motors jamming in their castings, short easy to booger collets. But power was not an issue.
