Hello and welcome to the forum

The locking handle simply unscrews all the way out and it should have a brass insert piece at the end which bears against the column

Regards

Phil

Do you mean that the handle no longer grips its stud? Will it pull off altogether so that you could reattach it to the stud so that you could then get the stud to turn?

Cheers
