I don't know if this will work with SU 2016, but .....
Using Windows 7, I right-clicked on the frame around a running program (Windows Explorer) and got a menu with several options including "Size", which I selected. Then I was able to drag the edges of the screen around. There was also a "Move" option which allowed me to reposition the window so that it was partly off the screen (hiding some buttons), then move it back into the centre. There was also a "Close" option (shortcut Alt+F4).
As stated earlier, I don't know if it will work with SU 2016, but I would try clicking just to the right of "Welcome to Sketchup" (top left) and going from there.
