if i were to mount it to a table would it be better to have the plunge base, also are there any good plans for building my own router table?

The base you have will work fine. Table plans are available from many sources like ShopNotes Magazine - Woodworking Plans, Tips and Videos and Oak Park Enterprises Ltd.: Catalogue
