Default Making Half Holes in Fence

Stupid Question!
Making a new fence for the table top router, it is pointed out that the fence should have two half hgoles thatn are centered. One will be under foer chip clearance anf=d the other will be in the face side of the fence to allow for pilot bits.

Can someone clue me as to how these cuts are done?

Or
Just make one fence and make some pop in inserts, cut out some holes to fit the router bit profiles you have or want to use..and just pop them in place.
Cut at 10 deg.to lock the insert in place.
