Default setting the depth

I am working on a metal clock. The plans tell me to set the router bit at 1/4in. I use a
try square set to 1/4 in. I brought the bit up tlo touch the square. Now am useing a router table. It didn't work it took off why to much . What is the peoper way to set the depth.?

Hi

A quick way is to use a 1/4" drill bit..
Just roll the drill bit up to the router bit and put some scrap wood stock on the router bit, raise the router bit up until it's just lifts the wood stock up, lock the router bit and you are set to rock and roll..
