Default new router table

never having used a router - i am not yet an expert!
so i got this old router and i thought i would drill a hole in some particleboard - (like in shelving with melamine all over it)
hole just big enogh for the small bits i am likeley to use. bolt on the router.
then clamp it onto a portable workbench.
i will need a fence to guide the wood.
attached is what i need to make for a shadow picture frame, about 1x3.

do i need to leave a hole in the fence for the shavings to escape?
we have a shopvac
