On 1.5 inch stock, a 3/4 roundover will give you a 1.5 inch diameter dowel or rod. You can trim about 1/8th inch by turning to give you the 1.25 you're looking for. You'll probably get a little tear out on some passes (against the grain and end), so start with a little extra length on your square stock.
