I am looking for someone who can make a Shaper Origin cut file out of this music tablature. I am making a Cello Cabinet and this will be located on the top front of the cabinet. The overall size of the area being covered is 36" wide by 7.5" high. I am willing to pay someone for this service.

Do you want this engraved or cut out like scroll work? If the latter, you're going to have issues because you have some floating components in the tablature. They'll have to be attached in some fashion.

You should be able to open the file in [SketchUp installed with free FaceSVG extension] and covert the file to "For My Cello Cabinet.FaceSVG"
or
Open in Inkscape, then manually color-code it for Shaper Origin.

You just change the colors of the Vector shapes in the SVG file then save it and Shaper Origin will know how to cut the objects.

Since your music notes are Quarter music Notes you need to change their color to "grey fill" for example. Half notes or full music notes should be "grey stroke" coded.
The staff lines should be "grey stroke".

How do I get these color strokes into INkscape? I don't want to be a pain. I just want to hire someone to make a cut file for me so I can complete this project. Please advise.

This must be the section where the genius's are. I am making a cello cabinet. I want to put, at the top, a tablature of the file hereto attached. I am more than willing to pay someone to make a cut file for me for my Shaper Origin Router. The overall size is 26" x 7.5" Please let me know if one of you can help me with this.

Oooof... that svg file is serious trouble.
Here's a 15 min whipup in the attached PDF.
2 of them actually, one welded and one pieced.
Always good to learn node/anchor work and stay
away from those trace programs.
