part time router user, am I better off building or buying a benchtop table?

Buy the baseplate from OakPark/The Router Workshop

oak-park.com

then, goto

The Woodworking Channel

Seek out "The Router Workshop" videos and start watching them like a new convert to an evangelical religion. (then watch Zeitgeist - The Movie to bring you back to reality)

Then, make your own. The knowledge and experience you gain on this path will well warrant the extra bit of time and much reduced expense.

Remember, you don't buy a baseplate, you buy into a philosophy that puts the vendor's hand firmly in your pocket. Your objective is to prevent him from bleeding you dry. OakPark is the only one that provides for frugal users.

Welcome Pat. Ditto what Ron said. Get the top and build your own. The experience will be helpful and something you can be proud of. A good router table is a great tool.
