Yes, that pretty much means your post contains URLs or links to an external website. We require users to have atleast 10 posts before they can post any links in a thread or reply.
sawstop, his and yours could possibly work, I'm not exactly what I configured the requirement to. Although I know it's a multiple of five (either 10 or 5).
