I think I have found the best drilling solution . For small shops and its not this retrofit but this Woodpecker product.
Auto-Line Drill Guide. Only thing its expensive. Going to spend of money the government gave us.

You could buy a welder, and still make one for less than that costs, and I think better. Try a search for DIY drill guide.
