I've never seen something like that. Do you still have the instruction book? That might be your best bet. I would hesitate to remove if it isn't interfering with the operation of the tool. I notice there is a recess for it, which is why I wouldn't remove it.

I think it is a spring (39) for storing "collet wrench" (38) in base when Router not in use..
