Even the fixed base can be adjusted from above the table. I have used mine that way before I acquired a lift. You might have to drill a hole in the table for the hex key to go through to adjust the router. The only thing is that you have to reach under the table to unclamp the router base for adjustments, then reach under to reclamp it before turning it on. I just left it installed under the table and used the plunge base for hand held routing.
It might be kind of hard to hang on the wall with the base attached, you might have to make an extended hanger bracket. Or buy a closet intermediate support to hang it off of.
