I have a 3" drum sander it has a maximum operation speed of 2000 rpm. The lowest speed any of my routers run at is 8000 rpm.
The recomended speed is because the amount of friction caused and the burns that would be created unless the feed pressure is feather-light... the heat also draws pitch from the wood and tends to reduce the life of the sandpaper.
