sounds like the speed control but it could be the brushes or a dirty commutator...

Router slows down
I have a Ryobi RE180PL1G. When I turn it on it ramps up as it is supposed to. When I begin to touch the surface, it slows down almost stopping. Also when I turn it on the highest speed setting, it fluctuates up and down.
