I have the motor and fixed base, but the collet seems to be missing this conical insert. Anyone know where I could track one down?

Elaire was great to speak with. They had something close but not the exact part. Thanks for the thought.
Size wise it's similar to the DeWalt 610 collet except my 610 collet isn't double tapered, it's only single tapered. I'm pretty sure it's the old Bosch WK type. There is a chance it might work. I don't know why that would have a double taper. It's only the taper that gets forced into the cone on the armature that should matter.

look to an old Bosch style collet from one of their 1603~1608 models...
