Cut out most of the waste with a jig saw then use a template mounted to the bottom of your work piece and a pattern bit mounted to your router table. It really depends on the size of your work piece as far as handling it. You don't need a plunge router to do this handheld - a fixed base will work. You only need to set the depth of the bit so that the bearing rides along the template, but hand held, you would mount the template to the top of the work piece.
