This was a really cheap tool and it is not made will but some times it comes in handy, most of the time it just hangs around.

It looks liek a bevel gauge. Used to judge the bevel on your chisels when you are doing some rough sharpening.

It is a gauge and it does give a ruff idea of the angle of chisels and other tools. This one is not made well, very thin and stamped out but it does work for giving you the idea of what the angle is.
