OK time to spin us a tail about what this tool is for. I know you can drill this one but you need to give us details and be the first to answer correctly.

Ok, this is an arbor for some type of disc. Perhaps a saw blade, a cutoff wheel, a flat sanding wheel? Good for close quarters work.

This one might be a little hard to see so I'll give you some details. It looks like the shaft is 1/4" dia. I see a small "O" ring in a slot near the working end. Hardwood to say too much and give it away

It spins the nail. Hepls prevent spliting in the wood. The "o" ring in the grooce keeps a pin in place from falling out. The pin will hold the nail in place.
You chuck this in a drill. The finishing nail goes in where some ball bearings hold it while you drill the nail in through the molding then you hammer it the rest of the way.........

The nail becomes a drill bit of sorts.....

I guess this was a hard one, thought someone else would have one and know what it was right off....

Points are on the way.
