In an opening in the center of a workbench it hold a piece of wood in place. Tapped down to lock and and the side to loosen.
Bench Holdfast:
Use a mallet and a vertical blow to lock material tight against the bench surface. Sideways blows will "unlock" the holdfast.

Work benches often have a series of holes, the device pictured is designed to hold the work piece to the bench top. I guess this is the older way now but they really do work.
