Terry, I believe what they are talking about is to scallop the edges, to give the wood an antique look. Old wall plaques had this treatment and it is a simple but effective way to add interest to an otherwise boring edge. The best way of doing this is a rotary surform mounted in a drill press. Hold your wood at about a 45 degree angle to the drill press table and push it gently against the surform. Make a shallow cut and repeat along the edge. Use slightly irregular spacing, depths of cut and angles.
