I never use this tool It is quiet old but as i heard it is tooth setting tool.

id say its an elipse 77 saw set. I got one on ebay recently that looks very similar

I've never used one but had the opportunity to watch the process. This guy stared by cutting all the teeth off the hand saw, cut in a new set and then proceeded to sharpen them. All in all about 4 hours work The finished saw cut beautifully.
