having just purchased, can i assume that it has also been moved? if so, your goto would be to (with power off) reseat everything! circuit boards, cables and connectors, etc. especialy those to/from the spindle and vfd.
does the vfd have a display indicating that it is working?
is this a multi-head machine?
is it initializing/homing?
can you manually move the x, y and z axis with control buttons, or is it just spindle?
what does the controller screen say when the spindle is supposed to be spinning, an rpm value?

The alarm code is listed in the first post... That's what the controller says... It gave an alarm... Need list of alarm codes and troubleshooting steps.

Yes it's freshly moved, but this is the same alarm that was present B4 I purchased and moved it. Basically the machine is fully functional... All axis functional and I have run programs without spindle calls... The alarm is specific to the Cosmec machine. Drill group operates as expected with no issues.

I have many years experience on the OSAI 10series and am hopeful that someone has Cosmec alarm info as this machine's documentation has no alarm list. I can debug once I have proper documentation... Been in touch with Cosmec Italy, but they only asked me for a picture of the alarm and haven't responded since... No state side support that I am aware of.

All circuit breakers and fuse links have been cycled.... It's not acting like a power source is out, but more like I have to have this button pressed to allow spindle function... When we first looked at the machine I assumed it was related to the tool change as it was out of calibration and would not change tools but now I have calibrated it and it's working fine and no alarms or tool not present alarms exist.

looking for loose wires but nothing so far... Getting into details of the electrical schematics next to see what has to be electrically met before spindle gets enabled.

i do not have any familiarity with OSAI 10 Series Control error messages, or the '082 Head 1 Start Not Allowed' message you are receiving. hopefully someone will come along who does.

what i can offer is some basic machine troubleshooting methods. i agree that it sounds like an "input" is not being satisfied, in order for the controller to turn on the spindle.

do you have a list of the controller inputs and outputs by chance? there are a number of atc inputs which are monitored before an acitve spindle output can be made. they are more likely being watched via software, than they are being hardwired. have you tried typing M3 into the command window of your controller to see if the spindle turns on, maybe try with and without a toolholder in the collet.
