saw blade holder for resharpening...

 

That item has nothing to do with woodworking but a lot to do with safety. It came along years ago when bicycles were the main mode of transportation. Many attempts were made to produce a seat belt for bicycles but all went nowhere. This solution was perfect. You simply turned the key apparatus to line up with the seat lengthwise and in one quick movement, facing side on, with your back to the seat, you hopped up over the seat and came down swiftly, at the same time you swung your leg over the cross bar and twisted your body to face forward as you landed. A perfect manoeuvre would place the key in it's optimal position. Mind you it did take practice but one would never have the fear of falling off. Some became very adept at this procedure. Others would try again almost immediately after they were discharged from the hospital.

I think Stick nailed it. I searched and found two items with the same function, meant for hand sharpening. This has to be pretty old.

Yeh, this most probably a circular saw blade sharpener. The two holes are for different diameters.
Here are two different ones I came across.

When I was working in the field ,I made one out of 2 2x6's the one facing out was cut 16" long and was hinged to be folded out to open up and put the blade into. They were 4' long so the bottom dug into the ground. and were fastened onto a bench or sawhorse with a angle iron. The tops of the 2X6's were rounded and it had a 1/2" bolt with a wing nut on it to clamp the blades. I could sharpen up to 14" saw blades and down to 6" diam blades on it. That was when we used HSS blades.
